Years. Use the four-digit year (e.g., 2015), not just two digits. When referring to a decade or century never use an apostrophe after the year:

Correct: In the 1980s, policymakers…

Incorrect: In the 1980’s, policymakers…

Or, you can spell out decades:

In the eighties, policymakers…

When referring to a century, use numerals. Do not capitalize the word “century”:

The economic challenges of the 21st century

Young Scholars Initiative (YSI). Spell out with initial caps on first reference. Use YSI thereafter.
