Ph.D.) and 2002 Habilitation, University of St. Gallen; 1998 Visiting Fel- low at the University of Southern California and at the Université de Rennes 1 (France); 2002-2006 Professor of Economics at the University of Marburg; 2006-2010 Professor of Economics at the University of Heidelberg. Research Interests: Public Economics, Public Choice, Fiscal Psychology, Law and Economics; more specifically and recently research on tax competition, tax evasion and fraud, the shadow economy, institutional constraints on pub- lic debt, the effects of direct democracy on economic policy, judicial and prosecutorial inde- pendence, fraud in science. Numerous articles among others in the Journal of Public Econom- ics, European Economic Review, Economic Inquiry, Scandinavian Journal of Economics, Public Choice, Economic Policy, Kyklos, Regional Science and Urban Economics, Southern Economic Journal, European Journal of Political Economy, German Economic Review.
